It's a method of teaching math that relies more on theory than rote memorization. The 1942 edition of Ginn and Company's Useful Mathematics in the "supplementary work" at the end of the book(pg 416) they use, "First we make a number scale..." and include a number line illustration. Apparently, the second definition is more useful in higher mathematics courses like Calculus, which is interesting because I have always taught the first.
